| The current
constitution, disseminated in 1992, affirms the political supremacy
of the Communist Party of Vietnam (CPV). The 496-member
National Assembly performs legislation. The Assembly
is elected every 5 years from candidates nominated by the
Executive control is administered by the Council of Ministers.
The Assembly elects a president, who functions
as head of state and appoints a prime minister
from within the members of the Assembly. The prime minister directs
Council of Ministers, whose members hold executive power.
